Ok, so I built a gaming rig and am not getting the performance I expected. Not sure what the problem is but I think that the psu may be the problem.

I have a corsair cx600m psu.
Amd 6350 CPU
7870 ghz edition
8gb of mem
Asrock 970 extreme4

Do you think that I have enough power for this system?

I'm only getting 20fps on Starcraft 2 and about 13 on warthunder both on max settings

You might want to roll back the driver and install an older one. New ones at time will do this.

Also, what are your settings ingame?

MSAA can eat up your FPS and GPU memory. especially if you have the 1GB model.

A bad or insufficient PSU would cause restarts or crashes not low FPS. Do you have all your drivers up to date?

Do you have both 6pin PCI-E power connectors plugged into the card?

I am running all setting at max. I have the 2gb ghz version also. I will try driver rollback. One thing that is concerning to me is that when I look at GPU usage in afterburner, it's at 100% during the benchmark
