These are the 2 cards I'm looking at:
http://www.newegg.com/Product/Product.aspx?Item=N82E168...
and
http://www.newegg.com/Product/Product.aspx?Item=N82E168...

Which is better a single 7950 or 2x 7750's?
Will both be able to max out Arma 3 on Ultra @60fps?
Will there be a noticeable difference between them?

When are the R7 and R9 GPU's supposed to come out?

A single 7950 would be better, as a single high end card can outperform low end X-fire. There will be a great difference and it should get close to the settings you need. Also the R9-290 should be out this month (October) http://www.tomshardware.com/news/amd-radeon-r9-290x-rel...

7950 by far. Even if it didnt outperform the 7950, i would still get the single card, as not all games support crossfire, and not all games that support crossfire actually work well with it. Not to mention you would be limited to 2gb vram with the 7750's where as the 7950 has 3gb, which is useful for many titles to be able to play with higher detail settings. As far as i know the upcoming r270 is a rebadged 7950 and the r280 is a rebadged 7970, dont have a confirmed release date for them yet.
