New System Won't POST or Display

I've been trying to get this machine running for quite some time now, and still haven't even been able to get it to give me a display.

My components are:
MSI 970A-G43 motherboard
AMD FX-4130 Zambezi 3.8GHz processor
2 x Crucial Ballistix Sport 4GB 240-Pin DDR3 SDRAM
HIS Radeon HD 7770 graphics card
Thermaltake TR2 600W power supply


I went through this list and still nothing.

I get a beep code as expected (3 beeps) when I take the RAM out.

The fan on the GPU sounds like it's revving cyclically, which sounds like it might be having trouble drawing power, or might be itself damaged, but both the GPU and PSU (as well as the monitor) work fine when plugged into my much older motherboard and it's CPU and RAM (ASUS M3A76-CM with AMD Phenom 9600 processor and 1x KVR800D2N6/2G memory).

I've also tried swapping in both a GIGABYTE GA-970A-D3P motherboard and an AMD Athlon II X4 640 Propus 3.0GHz processor, and my old video card (EVGA 512-P3-N871-AR GeForce 9800 GTX+), in various combinations, and still nothing, but I can't guarantee either works, since I can't get it to POST using any of these components.

So I cannot figure out what the problem could be. The PSU or GPU could be bad, but then why do they work with my old motherboard/CPU/RAM? The motherboard or CPU could be bad, but I've tried swapping those both out and still nothing. The RAM could be bad, but it only beeps when the RAM is taken out entirely. What else is left?

I'm not getting beeps with no graphics card, and I also can't find anything that says what that beep code would be.
