Bios sees 2 sata disk, winxp sees only 1

I installed 2 sata disks in my desktop. Bios sees both disks. Windows XP/SP3 installed to the one on sata1 with no problem. Windows does not see the 2nd disk. I removed the installed drive and moved the other to sata1. Bios sees it but the install media does not. It does not matter which sata port I use, bios will correctly identify it bu port but XP does not. This is not a driver issue as it installed to the other 500 gb sata drive with no driver intervention. The DVD is ide so there is no conflict there. The problem drive was in a laptop and worked perfectly there (also on XP). It did
have PGP encryption but was decrypted before being removed and I also have a PGP recovery CD and it does not find any PGP encryption. It also did not say it found a drive, only no PGP encryption found so its hard to know if it sees the drive. It ran for about an hour so who knows. SeaTools also does not find it but seatools is run from a running system which does not see the drive.
