560ti gpu fan problem

My fan will be running at 3750 RPMS while idle at 75% fan speed. If i put my computer under pretty much any load it drops to 3570 RPMS consistently. Is this normal? Shouldn't it be higher under load. What could cause the fan speed to drop? I would really appreciate any help because I'm thinking about RMAing the card. It has a lifetime warranty and is going through a heating problem. Not to mention the bios on the 560ti limits my software to 75% fan speed instead of 100%

I dont understand the problem? 3750rpms is quite high. Where is it dropping?

My fan starts out at 3750rpms. The second I start putting my computer under any load it drops to 3570rpms. When I put it under load the rpms should go faster shouldn't it? Is my card not getting enough power or something?

Let me explain clearer. I monitor the Rpm's of the gpu fan. When not running programs at 75% fan speed the rpms run at 3750rpms. If I open mozilla or any program whatsoever the rpms instantly drop to 3570rpms.
