desktop Monitor showing no display

When I switch on the CPU the monitor always remains black showing the message 'no signal input'. The CPU is working fine and the fan is also working. I connected the same monitor and cable to different CPU and they are working fine. So problem is not in connecting cable or monitor. How to find out if any chip on motherboard is creating the problem?

Not a new setup. I'm not sure of the moherboard..where to check the details of it?
No special graphics card
4 Gb RAM
Its core 2 duo intel processor

Don't think there is any speaker connection visible.
But sometimes I hear beep sound from the CPU[motherboard]. It was purchased on Jan 2010.
Would there be any problem with 6 or 8 IC's concerned with display?
