Solution
Right now it's the CPU.
Luckily the motherboard supports a wide range of AM3+ processors.
This looks good: http://www.newegg.com/Product/Product.aspx?Item=N82E16819113285
For the time being I'd hold off on any changes to the GPU, AMD are releasing some new parts this month and it's likely to change the overall market pricing.
If you must upgrade the GTX760/HD7950 are good at 1080 rez and with the current price drops and that tasty game bundle it's hard to recommend the GTX760 over the HD7950 though.
Top of the budget will be the GTX770/HD7970GHz edition if you shop carefully they're both available for just under $400 US.
Which brings me to the power supply...

It will be a shame for your newly upgraded PC to die a horrible death at the hands of that nasty thing so rather than push for a GTX770/HD7970 I think you'd be much better off getting a decent unit from a good maker first: Antec, Corsair, Seasonic, Silverstone, OCZ and XFX spring to mind.
Power supply and CPU should come in at , at most $230.
