32 bit windows installs fine. 64 bit "missing required files" during expanding files portion.

when I first got this computer it loaded 64bit windows 7 with no problem. i just recently decided to reformat because i was getting outrageous .cab file errors where it would tell me files were missing. So when attempted the install of w7 64bit it started erroring out after it copied the files telling me that it could not find all the files and occasionally telling me that it couldn't locate the installation sources or something like that.

so i decided to try and install windows 32 bit and it loaded like a charm. i then tried to install Ubuntu 64bit and it installed fine, but when i boot into it its very unstable and when i try to install programs from the app store it says its missing packages in the same manner as w7 64 bit.

Things ive done:

restored bios defaults
tried a different disc reader
tried different w7 .isos
tried making a bootable usb
different powersource
turned off all processor power managers like amd powernow
memtest + tried different ram
bought a new harddrive
updated bios

at this point im suspecting hardware failure between the processor and motherboard. just wanted to put this here for a second opinion. my hardware is running 32 bit flawlessly now though.
