I highly doubt max settings with 60+ FPS. At least not at 1080p. In BF3, you could get 60FPS on high with the 7870 GHz, so in BF4 I would guess around medium with a couple settings on high, if you want 60FPS.

well i get 60+ fps everything maxed out. also depending on which map, number of players it is around 40-50 fps

Never be bias toward one brand...however, your best bet would be to wait until these next gen AMD cards are officially released, and see how they compare to the competition.
