My budget for my entire PC is $2000. I will be buying a GTX 770 4gb GPU. What Processor should I get that is the best I can afford, and Support my GPU?

At that price point, you can afford any cpu you want.

A better question might be what is the best setup to surround a GTX 770?

Give us specifics of what you want to do, what parts you need to buy, what parts you will re-use, etc.
