Will Splinter Cell 3 run in Intel Pentinum(R) Dual Core. With 2GB RAM and 256 MB graphics card and windows 7? its not running in my pc why?

Solution
It comes down to poor compatibility with Windows 7, and the digital rights management protection that software uses.

You may just try to run the game in Windows XP compatibility mode. To do that, you want to right-click on the game's shortcut, left-click on 'Properties', in the Properties window that pops up, click on the Compatibility tab, check the box that says "Run this program in compatibility mode for: and make sure Windows XP is selected from the drop-down box. Further down in this same Properties window, I would also check the box on the same tab that says "Run this program as an administrator".

If that doesn't resolve your issue.
