(PIC) Lines across screen, short-circuit? HELP!!!

I've had enough with this GPU business. This is the 5th card I've bought this week (Returned the rest obviously), and all are unsuitable.

I have: Xeon CPU Quad-Core @ 2.33Ghz
8GB RAM
700W PSU
Motherboard... I have no idea

I bought a Nvidia GeForce GTX 460 1GB card today and the results are in the link below :(

I would love for someone to tell me what's going on because I do NOT want to waste that amount of money if the GPU decides to fry itself.

Have you tried using a different monitor? Also could you go into your BIOS and check if the horizontal lines show up there as well? Thank you

I haven't tried a different monitor but all my previous GPUs never had this problem. Yes, the lines show up as soon as the computer starts. Also, the lines change and flicker if I move the card itself.
