Computer won't load past BIOS

I just recently bought a Gigabyte GTX 660 Windforce to replace my EVGA GTS 250, but after swapping cards for some reason my computer will not load past the BIOS start screen and will not even go into BIOS as if it is frozen. I've tried everything I can think of to get it to work such as resetting the CMOS, starting with the HD unplugged, unplugging the computer and letting it discharge then starting it back up, but nothing works.
I put my old card back in and with a little re-setup I got it to work just fine, so I tried to put the GTX 660 back in and same thing. Not sure what the issue is besides that maybe my motherboard is too old to support the newer grahpics card even though it does produce a picture on my monitor and as far as I knew PCI 3.0 should work on PCI 2.0

Setup:
CPU: AMD Athlon X2 5400
MB: Asus M3N-HT Deluxe
GC: EVGA GTS 250 (old card), Ggabyte GTX 660 (new card)
HD: Crucial 128 GB SSD
RAM: 4 GB HyperX

PCI 3.0 is indeed backwards compatible so no problem with that part. Try entering the BIOS with your old gpu, hit F5 to reset BIOS settings to defaults and then try again with your new gpu. But you already did that so ignore my answer :|
