Graphic Stutter Issue

Had this new graphics card for a couple of months now and I've been having problems with it as in it has stuttering issue when playing different levels of games as in LoL, FFXIV, and many others. So I was wondering what could be the problem. I have tried to use driver sweeper couple of times to clean out and remove any previous drivers from my old 560 but I still have no luck. So Ill list my components and see if you guys think if there is any issue between them that could cause this.

GPU:EVGA SuperClocked GTX 770 ACX Cooling

CPU:AMD Zambezi 3.1Ghz

Memory:G. Skill RipJawz X Series 8GB DDR1333

PSU:Cool Master Silent Pro 1000w Bronze 80plus

HD:Western Ditigal Blue 7200RPM 250GB

MB: ASRock Extreme3 970 AMD 3+

If you're running the FX-8120, it should be fast enough to not bottleneck the GTX 770... maybe. Have you got adaptive vsync enabled?

CCleaner works beautifully. And is totally safe. But it was just a suggestion that you use it in case you have a cluttered system.
Does the stutter only occur in certain games? And at max settings?

Pretty much every game at whatever settings. It plays smooth for a bit and then it start dipping in frames and then jumps back up.

Is this during single player too, or just online MP gaming?

It depends on how bad the stutter is. Occasional stutter sometime happens. It has to do with frame time. But Nvidia has it pretty well under control. AMD is still working on the issue. I'm surprised your system exhibits enough that it bothers you. Have you tried overclocking the processor to see if that helps?

I have my cpu OC to 4.0ghz. So I dont know... Do you think i need to invest into better memory or something?

You could step up to DDR3 1600 RAM, but I doubt that's the problem. What resolution is your monitor? Try lowering the in-game res to something about half (720p?) and testing it to see if the stutter is still present. I know you don't want to play at that res, but it would just be for a test.

Tired it the problem still persists at times. Any chance it could be the motherboard or the power supply?

Well, at this point I would suspect the card. Your PSU is a 3rd tier unit: http://www.eggxpert.com/forums/thread/323050.aspx
Not the best, but apparently suitable for your system. The MB is possible but not as likely as the card itself.

What happens when you use the GTX 560 and test it at the lower resolution you used above?

Well today I had a issue were my computer would start up but nothing would show up on the screen. But the problem is when my computer start up my keyboard and mouse would light up but they didnt so I'm wondering its the motherboard now. Don't have stutter anymore just a massive lag drops.
