Is my psu dead?

The other day I started up the pc I just built and the BIOS came up. The problem was my mouse and keyboard that were plugged into the USB 3.0 slots didnt turn on. When I went to power my computer down, I pressed the power button and it didn't shut down. I pressed the power button repeatedly, still nothing. So, I pressed the restart button, nothing. I pressed the restart button repeatedly and it restarted. The problem is that my computer now turns on for two seconds then turns off again and does that over and over again until I turn off the psu. Is my psu dead? Did I damage any hardware? Also, the USB 3.0 problem was I broke one of the pins trying to reroute the cable. I did not have a graphics card in the computer at the time. I have everything else installed though.

System specs: Corsair cx750m psu, Intel I7 4770k, Corsair h80i, 16 gb Corsair Vengeance RAM, 90 gb Corsair Force SSD, 1tb Seagate Hdd 7200 rpm, Asus Sabertooth z87 motherboard, Cooler Master Storm Scout 2 Advanced case. I currently don't have a graphics card (going to install a Gtx 780). I also haven't installed an operating system yet. I can't even get the BIOS to come up because it shuts down and restarts so fast.

Unfortunately, it shuts down and restarts so fast that the BIOS can't even come up. Ive tried moving the memory to different slots and that didn't work. Ive also tried unplugging everything except the twenty four pin connector and the eight pin connector from the motherboard and it still does the exact same thing!
