Solution
Pliz do the next steps:

1st: unplug all the cables including the power cable and then press the power button to relese all the power left in the system.

2nd: unplug the gpu and RAMs

3rd: unplug the CPU cooler and check for propper amount of thermalpaste. be aware to put it back properly.

4th: look for the small battery on the mobo (CMOS) and remove it, then take a screwdriver and insert it where the battery was by tuching the low metal surface at the same time with the side metal surface OR you could wait for about 10 mins and put the battery back.

5th: if u have a spare DDR3 RAM then put it inside, If not then take only 1 RAM and put it in the 3rd port.

6th: plug your monitor in the mobo HDMI/DVI without pluging the GT 640 at...
try taking out the gpu and one ram stick to see if it stays up. if it does try updating the bios then put the gpu in and see if it stays on. if it still shutting down when bread borded the cpu cooler not on right. or there power issue with your power supply.

7th: plug in the pwr, mouse and keyboard, ofc the monitor and nothing else.

8th: Turn ON the pc and see what happens..
