Cannot change IP on Motorola 6580 SURFboard gateway.

So I have a Motorola sbg6580 gateway and am having trouble changing my external IP. Usually I'd just unplug the power on the modem and it'd change on it's own. But this isn't working, even if I open CMD and do ipconfig /release & /renew. After some Googling I think it might be due to the fact that it's a modem/router all-in-one, but don't know what to do to change the IP still.
 
Solution
You can't change the public IP address on your modem. That is given out by your ISP.
Sometimes, if you reboot the modem, you'll get a new one. Sometimes you'll keep the same one.
Just a matter of chance.

Again...you can't force it to change.

The only reason I have ever seen anyone want to do this is they are annoying little forum trolls and they got banned. However, the way a cmts works is it has a pool of ip's and once an ip has not been assigned to a modem for a set amount of time [as is chosen by the config and not by you] it puts that IP back into the poo. Until it does that, it is reserved for the MAC address of a modem which you cannot legally change. If you unplug it overnight, this should be long enough [though there is no guarantee].
