When I'm filling my loop for the first time, instead of having to "jump" my PSU by bridging wires, can I just turn on my power supply with ONLY the pump plugged into it?

I have my entire build setup but I don't have any atx or anything plugged into the power supply. I'm waiting till the end for optimal cable management.

So will it work if I just plug the power supply into the wall, plug the pump into it, and flip the switch?

You will need to jump the 24 pin connector (green and black wire) to 'fool' the PSU into thinking it has a computer to power, then you can run it with just the pump plugged in. Which is the suggested way to run your leak check

How do you intend to turn on your PSU if only your pump is connected? The mobo is what turns it on and off.
Thats why you need to jump the PSU.

Do fans and pump count as "peripherals" on my power supply?

Yes, pretty much anything that is connected via molex or SATA power qualifies. No sense of powering stuff that doesn't need power (HDDs, DVD, GPUs, etc)....fans are fine. Don't over-think it.
