My build:
Intel Core i7 4770 No K

G skill ripjawsx 16gb 1866
Thermaltake Chaser A31
Evga superclocked gtx 760
regular dvd drive

Oh, you will be getting a new PSU anyway? Got you wrong there then.
In this case I would definately get a good certified one.

The second one you posted is one of those by the way.
Personally I have never had a PSU from either brand.

In theory, yes.
Lots of people believe that this Haswell certification is just another reason to increase the price tag.

I mean, I would say around 80% of the current Haswell certified PSUs are pre-Haswell. So, yeah, I would say most recent quality PSUs would work with Haswell.
However, there is of course no guarantee. I would just google a bit and see if anyone tried your particular PSU with a Haswell CPU.

Just another thing you should think about: You spent so much many on a pretty good, up-to-date system and now you want to save some money on the one part that powers everything?
Just saying. ;)

\Also the 2 power supplies I am choosing from are http://www.newegg.com/Product/Product.aspx?Item=N82E16817153167 and http://www.newegg.com/Product/Product.aspx?Item=N82E16817171084. Which one do you think is better. The reason why I am going for a cheaper power supply is I have a 1400-1500 budget. So yeah :)

Never save on the PSU. There are PSU's failed and broked pc components. What do you want? A 100$ more expensive build and have a PSU that will stay many years without problems or have within 1 year a PSU problem that will damage all your other components and that costed you over 1000$ or 10 times the price of that expensive but good PSU?
