not able get pcie link speed max x16, why?

i have amd 4870 512mb graphic card which supports pcie 2.0 x16 but the link speed i am getting is x8 verified on cpu-z and gpu-z but they also shows max supported link speed of x16
i m using asrock z87 extreme6 mobo specifies pcie 2 (slot) 1 card x16 speed
adjusted the bios selected pcie2 to gen 3 (available are- auto, gen1 , gen2, gen3) tried auto , gen2 and gen 3 but nothing seems to work

also did render test of gpuz but to no avail

if anyone can explain why it is running on x8 and not on max supported speed my mobo supports it graphic card supports it then where is the problem?
or i have to do some adjustments which i don't know about
please help

There is no problem. Not even a high end card like the GTX 680 fully saturates the bandwidth provided by PCI-E 2.0 x8. It's not crippling your old 4870 in any way.
