Dell Inspiron One all-in-one desktop with corrupted (I think) Windows 7

I have a Dell Inspiron One all-in-one desktop (screen and CPU is all one piece), and it won't boot correctly. It says Windows is loading and goes to a screen with a picture I've never seen on it (has a little dove or something). Tried to boot from the recovery CD, but it won't let me (memory module problem). I tried to boot from another CD with Windows Vista on it, and it appeared that I would be permitted to install Vista, but the only option there was to wipe the drive clean and lose all my data. Can I use a USB-to-USB cable to transfer my data from the Dell to my laptop?

USB doesn't work like that. Take the drive out and connect it to the laptop via a USB dock or cable.
