I would like to build a new gaming pc to hook up to my tv and a DVI monitor. I have $1000 to spend. I would like to include the new R9 290 or the R9 290x. Also I would like it to have an AMD Fx processor.

The AMD R9 GPUs aren't out yet. But if you're going to spend $1K or more on a PC for gaming purposes, go Intel. No reason to go AMD.

This is what I would do for $1K:

PCPartPicker part list / Price breakdown by merchant / Benchmarks

CPU: Intel Core i5-4670K 3.4GHz Quad-Core Processor ($225.99 @ NCIX US)
CPU Cooler: Cooler Master Hyper 212 EVO 82.9 CFM Sleeve Bearing CPU Cooler ($29.99 @ Newegg)
Motherboard: Gigabyte GA-H87-D3H ATX LGA1150 Motherboard ($97.99 @ NCIX US)
Memory: Mushkin Blackline 8GB (2 x 4GB) DDR3-1600 Memory ($71.99 @ Amazon)
Storage: Western Digital Caviar Blue 1TB 3.5" 7200RPM Internal Hard Drive ($59.99 @ NCIX US)
Video Card: Sapphire Radeon HD 7970 3GB Video Card ($303.98 @ SuperBiiz)
Case: Corsair 200R ATX Mid Tower Case ($59.99 @ Amazon)
Power Supply: SeaSonic S12II 620W 80 PLUS Bronze Certified ATX12V / EPS12V Power Supply ($71.30 @ Newegg)
Optical Drive: Lite-On iHAS124-04 DVD/CD Writer ($17.99 @ Newegg)

No it isn't. On a $1K rig you do not go cheap on the CPU, no matter what the cost is. Plus no benchmark on earth puts the FX-6300 above the Intel 4670K. You can get an i5-4670K and a Radeon 7970 and still come in less than $1K as I showed above. That will be an excellent gaming rig.
