Best cheap graphics card to overclock?

This is my first custom cpu build and i have a flexible budget of under $500. I was wondering what the best card under $100 is to overclock. Also, I haven't ordered the parts yet so you can recommend a certain power supply or fan or something. Thanks in advance xD.

P.S. Overclocking increases the core clock speed and NOT the memory right? B/c i have read somewhere that it increases the memory but that seems illogical to me.

When OC'ing, you have the option to OC just the core, just the memory or both. Most ppl raise both for maximum performance.
