Heatsink CPU fan not spinning! PC not Booting!

When I hit the power button what my PC does is it starts up normally, but my processor's heatsink fan doesn't spin. It is the default intel I5 heatsink fan. The motherboard then either displays a 51 or S1 in that little number thing. It is my first computer build, and I noticed everything else works perfectly fine. My graphics card wheel thing spins, and my case fans spin as well. My computer does not start up or anything, it just shows the 51 message for about 5 seconds before shutting down and turning back on to display it again.

My computer was also functioning perfectly fine yesterday and for some reason just won't start anymore.

My specs are:
*Intel I5 - 3570K
*Default Intel Heatsink Fan (Not spinning on startup)
*Gigabyte ATX Motherboard 2666MHz (1155 Socket)
*NVIDIA - GeForce GTX 660 Ti
*Dynex 520W ATX CPU Power Supply
*PNY RAM 8GB (2 of 4GB)
*Seagate - 1TB Hard Drive

Any suggestions would be kindly appreciated. Thank you!

EDIT: The cause of all of this is the CPU FAN Header not working. My BIOS had been set to only start up if the CPU fan was functioning, and since the MoBo can't read it due to the header not functioning, it doesn't startup. Any suggestions on what to do BESIDES RMA or buying new parts?
 
Solution
1. First see if it is the fan that is broken. You fan might be dead, your fan might be stuck, your header (thing the fan plugs into) might be dead.

a) try and give it a push, see if it starts moving

b) plug it into a different fan header to see if it works...if it does, your header is dead.

2. If AFTER doing the above you have determined fan is dead, replace it.... I have 4 or 5 fans like that laying around and I'm sure each of my 3 sons friends has a couple at their house. If ya ahve to buy, they are available

It's not jammed, unplugged the 4 pin connector and plugged it back in and it still doesn't want to spin for some strange reason, was working fine yesterday.

So basically replace my heatsink fan? You know if I could buy any at a store which are default heatsink fans like the intel default ones? Or do you know of another way to fix it?

I plugged it into a different header and yeah. My CPU FAN header is dead. My fan works fine. How do I replace it? Or do I just plug it into a different header?
 
Well ya can run it from a different header .... but your BIOS is prolly set up to prevent startup if it doesn't read fan speed on the header. You can turn it off (usually) in BIOS. Best go in and see what ya options are. If MoBo still under warranty, might wanna RMA it.

So how do I access the BIOS if the PC wont start? And I can't RMA, any other options I might be able to consider besides buying new parts, is there any way to access the BIOS at this point?

my suggestion rma the board and buy a new heatsink

once you have bought a new heatsink and fan get a fan splitter and attach it to 1 of your chassis fan headers i had this issue and this worked till i could replace the motherboard
