CPU fan speed is normally controlled by the BIOS power management. Most leave it on auto and let it work out its own rpm based on cpu temperature. 26/27c is a cool temperature for an old AMD cpu if at idle.

I had seen people talking about 4000 RPM and thought mine was too slow.
When computer was idle, I opened EasyTune5 to see what temp was and that reading for RPMs at first alternated between 0 and 1800 - That worried me when it kept switching to 0. What does that mean?
A lot of sensors/programs don't seem to report speeds under the 50% range. I know that on my PC if it dips below 45% RPM speed it goes straight to 0% even though the fan is still spinning. If it's what I just described then don't worry about it.
Well I would put it at a point where it is reporting speeds. For example I have mine at 55% but if I were to drop it to 45-50% then it would flash in-between 0RPM and 1200RPM. I just like to have it as low as it goes until it stops reporting speeds.
