No, mousepads are hold overs from the days where mouses had a trackball that needed a good surface to be turned. With current laser mice, they work on almost any surface regardless of grippyness. People that use them now use them to get a more slippery or consistent surface for gaming so their mouse doesn't catch or have as much friction.
