I wanted to get a graphics card till i found out that my cpu was going to be bottlenecking the graphics card i was going to get. I have a windows vista home premium dest top its from back in like 2007. It has a ANS Athlon(tm) 7750 Dual-Core Processor 2.70 GHz a 4.00 GB memory (RAM). I was wondering if there is anyway to get a better cpu and graphics card for around 120ish that would allow me to play games like LOL ans WOW in high to very high settings.

Not even close.

1) An HD7770 graphics card will cost you about $100. That's an okay card if paired with a good CPU but not "HIGH" quality though if you carefully tweaked the game settings it could do you well.

2) You don't list your motherboard so I don't know what CPU's are supported. If you could find a better CPU you'd likely have to spend at least $100.

3) If you have 32-bit Windows you may have memory issues.

4) You don't say what your CURRENT graphics card is so I don't know what would be an upgrade.

SUMMARY:
Based on your budget, I can only recommend you get the best graphics card you can afford, then TWEAK your games to give you the best experience. Unfortunately, WOW can be very CPU-intensive at times but there's nothing...

Yes, tell us the MB make/model. You might be better off finding the best CPU and card on ebay for it. It may go a bit above $120, but that is about the only way to go for that price. Any MB that supports the 1st gen Phenoms is going to be old. May not take a faster CPU like the Phenom IIs.
