Yes memory does draw power, but it does not draw a whole lot. Like every other integrated circuit it has both a static and dynamic component, but the static power consumption of DRAM is very low, unlike SRAM. However, the dynamic power consumption can jump quite a bit under heavy read or write conditions but still remains quite low. Faster modules, as well as modules that use higher supply voltages, will of course draw more power.
