Cold Air Intake Fan

I couldn't exactly find this on google so I was hoping someone had heard of something. I'm looking for an easy alternative to water cooling. I figure the best way to keep a computer cool would be to pull in cold air. Seeing as computers do run on electricity (Don't quote me on this, it's just a rumor that I heard floating around the water cooler), I figured there must be some type of cooling coil-type fan that takes in air, cools it, and then blows it in the case. I know a small company designed entire computers based on refrigeration, but lets face it: the case looks sooo ugly... and I already have a case lol. If anyone has a clue if this is commercially available, i'd appreciate links/info.

As far as i know no one makes a fan like that, however water cooling is safe, as a matter of fact most of the manufacturers out there actually back there product by a 2-5 year warranty on the water cooling units. I've been running 2 in different computers by different companies for a little over a couple months now and I have yet to see a single problem with either of them.
