The sapphire 7950 is great. Honestly, I don't the prices are going to go down much further than they have already. In fact, they may go up to fill a performance gap in the new graphics card lineup. If you have time, feel free to wait. If the next gen cards do not have much of a better price to performance ratio however, I would suggest the 7950. Newer isn't always going to be better.
Great build for the price. Good selection of motherboard as well, the 4+2 phase VRM is a nice feature for the price, and will give you some overclocking ability. (Which I highly recommend doing.) The 7950 will chew games up and spit them out for quite a while, great choice there as well. Also, fantastic choice of PSU.

This is the problem I have, I'm waiting for the new graphics cards to come out as you know there getting released soon and hopefully I can either, pick one of the new ones up or get a 7950 or something along those lines
