You don't REALLY need to but you've already opened it, so you might as well do so. Also, if it's been a while, it won't hurt. If it's not manually overclocked, you may not need too unless it's really getting too hot.

I dont really care for 2-5C difference. I meant GPU. Shouldnt just some paper wich I can rub the old thermal paste off from the card be enough?

No, the difference may be subtle but it could lead to problems. Isopropyl alochol isn't hard to get so just use it to get rid of everything quick and clean.
Any alcohol based cleaning fluid should work fine, I'v used Methylated Spirits (you know, the stuff you use for Trangia's when you go camping ) to clean my GPU before. White Spirits on my CPU as well.
If you decide to use your own paste, dont get a conductive one like AS5. Thats fine on a CPU where there isnt any surrounding components to be concerned about, but thats definitely the case with a GPU. I used Arctic Cooling MX-4 on my 7970.
