Here's a GTX 770 from Amazon. It costs 400 usd / 24694 rs . It ships to India for free
http://www.amazon.com/Gigabyte-GDDR5-2GB-WINDFORCE-Grap...

You also get Batman Arkham Origins for free.

In India the price is 10-20% high it will cost him around 30-35K ( INR )

Wrote long answer and then eror 404... god damnit.
25k INR are about 550 dollars but because everything is more expensive about 450 dollars worth. For this price you can get 770 but I recommend pick 7970 (300 dollars or about 15k INR) for now and after year or 2 upgrade PSU and pick another 7970 to Xfire.
Here is benchmark between 770 and 7970 - http://www.anandtech.com/bench/product/770?vs=829
7970 Xfire will perform even better than GTX titan which costs a lot (1000 dollars or over 55000 INR)

I've checked Flipkart and found these:

Sapphire AMD/ATI HD 7970 DDR5 Vapor-X 6 GB OC Edition (Rs. 46625)
Asus AMD/ATI HD 7970 3 GB GDDR5 (Rs. 39999)
ZOTAC NVIDIA GeForce GTX 770 AMP Edition 2 GB (Rs. 39488)
Galaxy NVIDIA GeForce GTX 770 GC 2 GB DDR5 (Rs. 38435)
Sapphire AMD/ATI HD 7970 DDR5 Vapor-X 3 GB 3 GB GDDR5 (Rs. 35100)
Sapphire AMD/ATI Radeon HD 7970 3 GB GDDR5 (Rs. 33143)
ZOTAC NVIDIA GeForce GTX 770 2 GB GDDR5 (Rs. 33000)
Sapphire AMD/ATI VAPOR-X HD 7950 OC with Boost 3 GB GDDR5 (Rs. 26780)

There are more.. The names are similar but the prices are not. I don't know what is OC edition/AMP edition and there is considerable difference among these cards. BTW none fits my budget. :(

There is difference of courfse but everything is soo expensive. nothing below 7950 can handle ultra/high with nice FPS.

About PSU : look here there are three variations of PSU GS600W, and not all are compatible with HASWELL CPU.

http://www.corsair.com/us/blog/haswell-compatibility-wi...

About RAM : Buy 2x4 = 8 GB, not a single 8GB stick.

About Monitor : This will be a lot better monitor than yours

PCPartPicker part list / Price breakdown by merchant / Benchmarks

Monitor: Asus VS247H-P 23.6" Monitor ($129.99 @ Newegg)
Total: $129.99
(Prices include shipping, taxes, and discounts when available.)

From your mentioned GPU Sapphire 7950 boost performs best. Here is bechmark between 760 vs 7950 - http://www.anandtech.com/bench/product/856?vs=854.
Sapphire's vapor-X coolers are pretty good and you will can OC it almost to the max.
