Rust Attacking My Cabinet???

i opened my cabinet to inspect something when i noticed little red spots on the side panel,,are those rust?it is present on the inner part of the side panel and not the outer one.will it spread out to my other components? its this cabinet(http://www.zebronics.com/products/cabinet-budget/dashin...),,i am totally freaking out,,someone plz help me !! :(

the rust is not coming off
my cabinet has 2 80mm fan slot options,one at the side panel and other at the rear

I find that odd. But if it only has two, well then I guess it only has two. Get two 80mm fans. Side one blowing in, back one blowing out.

And as far as the rust not coming off? You're not doing it right. It's only rust, not some magical non-removable coating.
If it's only on the side panel, take it off. With some sandpaper, gently sand it off. Clean it thoroughly.

If it is elsewhere in the case....take everything out and sand it off.
