GFX failure following power cut, second GFX to fail following power outage. Am I missing something?

I was out today when there was a storm which caused a power cut at home. Upon returning, I booted my PC to find no image. The GFX LED is on my motherboard, telling me it's failed. It was turned off when the cut happened. I used this card to replace another one which broke following my PC being unplugged from the mains.

My questions are; can this pass with time? Could it just be a static buildup? Also, is it safe to open and look around inside? Following that, would my GFX likely be covered by RMA in this case? Also, what is causing my cards to fail following loss of connection to the mains?
 
i would try and clear your cmos to see if there a failure of the gpu. if there onboard video on your mb pull the gpu see that the mb comes on fine then power down and replace the card. if the gpu is being burnt out i look at the make and model of your power supply. in real life if power cut a pc should just shut down without any issues other then windows files not saving do to the power being cut. the only time i seen cards or pc damaged with good power supplys is when there a lighting hit or power surge or brown out and the owner keeps running his house on low voltage.
