Hey I had this problem before but never got a good answer and now it happened again.

I start up my PC and great 6 beeps and the power button is orange. From my computer knowledge I assume this means the POST is saying I have a processor issue, but guess what, right after the 6th beep, 1 second passes and then Windows starts up. What is going on with my computer?

Need more information like motherboard, power supply models.

My guess would be something along the lines of the maybe the return voltage from the motherboard to the PSU is keeping a vital turn-on rail voltage, off.

I've played chicken with the OverCurrent protections of power supplies quite a few times (wiping multiple drives on a Dell 350W supply) and I get a similar symptom until I remove one more hard drive allowing the current spike to not trigger the protections built into the power supply. I can get all the hard drives powered if I let a few spin up at first and then add others but having them all on simultaneously pulls too much current from a power Off to a power On state.

Your symptom is somewhat similar but has a different cause... most likely related to the motherboard & or PSU.
