Can I turn my laptop into a phone modem for Google voice?

Google Voice isn't quite VOIP. You would need cellular service (not just internet) to make and receive calls. I can say this from my own experience, my phone service was suspended on T-Mobile for a few days for failure to pay my bill (dont judge ='[ ) but I was still able to make and receive calls via Google Voice. The phone wasn't completely disconnected from the network, I still received a signal to the phone, I just couldn't initialize anything (calls, internet, etc) FROM the phone.

If you download google voice plugin for chrome on your laptop you can use your laptop through gmail to make and receive calls. Also, if as long as you have an internet connection you can download Talkatone via Google Play store to make and receive calls on your Google voice number. That is how I use my cell phone that has been disconnected for a year now, I have an unlimited WiFi hot spot from clear that I carry in my pocket and use, It only costs me $20.00 per month with a discount from my employer.
