I run a few apartment communities in my area and want to give wifi access to those at the pool area without giving my access to my business wifi,and also want it set up kind of like a hotel where you have to log in to have access to provide me with more security and avoiding those who want to download illegal items. I have asked our isp, but they want $1000 set up and $500 a month to do this. Am I not explaining it correctly or is this how much this type of security will cost?

All you need is a router with captive portal and capability to create vlans for the guest wifi to ensure they are isolated from the business network.
Then link back to the router with a hard wired access point or two, that are designed for the outside.
