I've no idea what's going on here. Help?

I'm not completely clueless when it comes to computers, but I've decided I'm cursed.

I have two motherboards to choose from. I thought one was fried, so I switched the rest(graphics card, ram, my HDDs, the wifi chip) to another and had the same problem. So it couldn't be that. I unplugged my extra HDD and it kind of booted. It got to looking like the windows install, asked me what language I wanted it in, then just turned off. Other than that, it stays on the intel home screen, and won't let me go anywhere but to choose where to boot from. Or stays completely black.

I've gotten a new graphics card, a new motherboard, all just trying to figure this damn thing out.

I'm lost. I've been trying to do this for days now. I run into problem after problem. I'm obviously messing up somewhere, and I admit I shouldn't have done this alone, but it's too late now. Someone try and help me. Lol. Pleeeaaaase?

What graphics card do you have, and what is the brand and model (not just wattage) of your PSU?

At first it was a e-GeForce 8500GT 512 MB. Then I got a Raedon 4350 1 GB when I thought that was dead.

The PSU(I think I know what that is) on the first motherboard(I essentially just put those parts into a new computer, not just switched the motherboard.) is a Bestec ATX-250-12Z or something. With a 250W max. The second, a Power Man IP-P460Q3-2 with a 460 max output.

It was an intel desktop board DP43TF. Then I switched to a MCP61PM-HM.

The Power Man may be ok. There's an Australian reviewer (c.hegge) at Hardware Insights who has tested a number of them, and has generally found them acceptable. The Bestec, however, should go straight to the grabbage. It isn't one of the -12E mobo killers, but I doubt it's much better.

Well, both rigs have something wrong with them. So your bet here is the Bestec? The Bestec used to turn on, not long ago, then it stopped. And the fans still work, can they still turn on even with a power issue?

how many sticks of RAM are in the system? And are you using the same RAM on each of the motherboards? did you try to change the CMOS battery? It's likely that those two might be the culprit if the Power Man PSU powers on fine.

I only have 4 sticks of 512MB RAM. I don't have any other compatible RAM, is there a way I can test before investing more money into this thing? I'm not rich.
I switched the battery, and things remain pretty much the same. There seems to be an error code now, though. It's four noises, then a slightly different noise. Made by what sounds like the HDD or disk drive. Not sure.

your motherboard is beeping? to clear the CMOS, disconnect the cord from the power supply, remove the CMOS battery, wait 30 seconds, then put the CMOS battery back. that should reset it.

If the hard drive is making noise, that's definitely not a good thing. (depending on the noise that is..if it's abnormal) do you happen to have a spare known good drive?

As far as testing RAM goes, leave one stick of ram plugged into the motherboard and remove the other 3. power on the system. if video does not display on the monitor, chances are it's a defective RAM stick. Keep alternating between sticks and try this method.

No, it's not beeping. It's like a disk moving rapidly for a split second. Either the HDD or the disk drive is making it(It sounds to me, I'm obviously no expert)

Someone suggested another way, but I'll try it your way. I did completely switch batteries, though. I feel it may have been out more than 30 seconds, but I'll give it a go. Thanks :D 

I have a few spare HDDs. And I'll try that with the RAM. Thanks again :D 

I'll let you know when I'm through. Lol
