I doubt it, they are both very under-powered parts. Your system is just weak. You cannot run a gaming benchmark on that system and expect to get a high score.
You are not exactly running a gaming grade system. That CPU is the kind you would use in an office PC, and the GPU is the lowest you can go and hope to do any gaming.

I am honestly not sure what you could do in that price range... You could put an i5-2500k in that motherboard, but those are getting harder to find as they are a couple of generations old now..
