why quad core @ 1.6-2.4 ghz scores less than 2.4ghz dual core

amd a8-4555m has 4 cores and is clock speed is 1.6 ghz and can reach a speed of 2.4 when on boost.more cores = to more open programs
core i3 is clocked at 2.4 without boost and depending on the model it is likely to have hyper threading which can handle hyper threaded application way better it can show on the device manager as 4 cores if hyper threaded
more cores doesn't mean better performance
