RAM timings and speeds?

I'm planning to order cheap RAM later and I noticed something that some people say don't matter but I would like some professional opinion and I know this is the place so here's the specs:

G.SKILL Ripjaws X Series 8GB
@ 1866 (PC3 14900)
Timing 10-11-10-30
Cas Latency 10
Voltage 1.5V

V.S.

G.SKILL Ripjaws X Series 8GB (2 x 4GB)
@ 1600 (PC3 12800)
Timing 9-9-9-24
Cas Latency 9
Voltage 1.5V

The 1600 is $80 and the 1866 is $70. From what I've been told at these speeds I wouldn't notice any difference but if I'm gaming does that change anything in quality or FPS drops or anything?

If it helps I'll be overclocking a fx-6300 to 4.5GHz and will be using a AMD/ATI 7950 eventually in crossfire if I can get my FX-6300 to 5.0GHz or get a 8350 in the next year (And after the crossfire bugs are fixed VIA drivers)

The DDR3-1866 kit is a good fit for that motherboard and CPU.

DDR3-2133 is compatible as well, but it requires some overclocking. If you do not want to overclock, you can also configure the RAM to run at DDR3-1866. So either memory kit will work just fine.
