My ram is not visible..

Alright , I really need help. This computer was originally a Windows 8 hp until I got tired of that and so I downgraded it to Windows 7 hp..and yes it is 64-bit home premium which can hold 16 gigs o_o but yeah.. I popped in 2 sticks of 4 gigs into the ram and it still says I only have 4 gigs and only 3.47 usable.. please help?

I have no idea how to get into the BIOS and I don't know what the motherboard is.. however I do know I obtained this computer from a store.. Had the windows 7 disk done by a computer repair man.. and it's cap is 16 gb right now.. however I still can't properly install that ram..
 
When you boot the machine, you should see a message that says something to the effect of :

"Hit F2 to Enter BIOS"

Instructions

1. Restart your HP computer if it is on. If it is off, simply turn it on.
2. Wait for the HP logo to appear during the start-up sequence right after your computer turns on.
3. Press the "F10" button as soon as you see the HP logo or while the screen is blank.
4. Change the desired settings in your BIOS menu and exit it to gain access to your normal computing functions.

I did the it but it's still actually showing 3.47 usable.. I'm absolutely positive that is a hardware thing but I installed 2 sticks of ram both the same.. I think and it just wont accept it as being 8.
