Getting low FPS in all games

I'll try to make this short. I downloaded mods for a game, got a virus that made my computer run slow, removed it, computer was running fast again and getting high fps again also. Then about a week later it's starts running slow again can't get above 30 fps in LoL, where I use to get 300+ on ultra setting, same with other games. I thought it was the CPU overheating, so I bought a new fan. Go into a LoL match an even though I don't lag as much, my FPS varies a lot from 20 FPS to 71, so it couldn't of been my CPU, I am assuming my GPU because the temp right now is showing 75C, where my CPU is 40-45. Does anyone know what could be the problem? I bought two cans of air and used them both up on my GPU and motherboard, so I'm thinking it's not dust, could it be something else?

GPU temps can run up to 90C and not be a problem. I doubt it is the GPU temps, and the CPU temps are quite low for load, though you don't want CPU temps over 70C, if that.

What does your GPU usage show in MSI Afterburner?
What is your system spec's?
What games are you having problems in?

It shows 99% usage (I'm assuming this is really bad)
Power is 75%
All games I play, LoL, Minecraft, BF4 beta, Rome:Total War 2 etc...

Power is 75%

99% GPU usage generally means it is the GPU holding things back. Low percentage means the CPU is holding things back. Seeing 99% GPU usage means we can rule out the CPU.

What do you mean boy Power is 75?

Do you have any quality settings forced on from within the CCC, such as Morphological AA.

You should put the GPU power usage to 100%, if not higher. 100% is default, which means it can use 100% of the TDP allowed by the PCIe spec. Most people set it beyond 100% if OCing.
