I'm about to do an RMA but I don't have any anti-static bags for my GPU. Where's the best place to get them? First of all, I've checked on eBay, and a large number of them are small sizes, like 6" x 4". Ideally, I'd like to buy a bunch of large ones in bulk, big enough to hold a motherboard. I mean, a big one can hold small items if necessary, I figure.

I usually ask a local computer store if I only need one or two, and sometimes they have a spare, but not always. Or, is there a different way I can package a GPU, in which I don't even need an anti-static bag?

For a RMA, I don't imagine you should care too much about protecting a defective product.
Just package the card in paper and pad it properly. Send it in in a sturdy box.

If you have a local pc shop around there likely to give one away for free if you just ask

I've got some styrofoam to pad it. Does styrofoam conduct electricity, or is it fine? I guess newspapers are fine? Would the ink from them be a problem though?

Styrofoam tends to generate static unless it's the pink anti-static type. As suggested any store that deals with computer products will likely have some.

Okay, if not sytrofoam, and I don't have any anti static bags, then what else could I use for a GPU? For the GPU, rather than RMAing, I was actually thinking of selling it locally, and so I was wondering if I could transfer it to a buyer in something like newspapers or a plastic bag, which is then placed inside the original GPU's box. The box is tightly fitted inside, so the GPU wouldn't move around much.

The biggest mistake I made was throwing out the original anti static bag that the GPU came in, but oh well, I've learned that lesson now.

Good question - I'm not sure what I would use - I would almost say use nothing if the card does not move much and you are not shipping it.
