Planning to buy ENVY Phoenix 800-030qe and was wondering whether the default card that comes with it, support quad monitors?

How about the upgrade option?
1.5GB Nvidia GeForce GTX 660

Note: My requirements are not gaming, but programming. So as long as it supports 4 X 27'' monitors with decent resolutions and ability to split across 4 different monitors

Yes it does.

the 660 does as well.

They both have 2DVI 1 HDMI and 1 Dispaly Port. Now if you monitor doesn't have one of those (Lets say DP) then you can get a cable that is DP on one end and DVI on the other. You can do the same for any of these 3 to the other.

The one I got, HP Envy 700-200, which has the GTX 645 2 GB Option, only had 1 DVI, 1 HDMI, 1 DP. However, the DVI came with an DVI to VGA converter, (for VGA monitors). But it does not have 2 DVIs.

Sorry if that was late though. But you can use different ports for different monitors. Like 1 for DVI, 1 for HDMI.
