Motherboard's light turn on about a second then nothing!

Hi, all, first time posting on this fourm. Please point out anything I did wrong.
I recently received all my compnet for my new computer. I put it all together, and did the minimus system test (or whatever it's called in English) with only CPU, GPU, RAM,PSU,and my liquid cooling system. I have some problem with the CPU, but I eventualy fixed it and eveything worked as it suppose to.
Then I put all into my case and the problem start. I plug everything exactly as before, but this time, when I open the PSU, the motherboard's green LED came up and when I push the boot button on the case, all the things on motherboard, such as fan, indicator, etc. flashed for a second and then nothing. The green LED light stayed on, however.
I tried all the test and it just dosen't work! The paper clip test indicate that the PSU was a little unstable, and that's all I can get.

P.S. Because the motherboard was too low for my GPU to be inserted, I used some bronze riser that came with the case. However, it's not enough and I have to use a normall metall screw. Some people say that might cause the problem, but I'm not sure if that's the problem. I bought everything about 3 days ago so I think I could probably return some if thing goes wrong, but please make it a last resort. Thanks for the answer!

atx motherboard needs 8-9 brass standoffs under it then screw down. if you used reg screw you may have shorted out your mb or power supply. also make sure your io shield and heat sink back plate not shorting out.

Ok, I just took the mobo out side and still the same problem. Also, I noticed if I don't pluggin the 8-pin CPU power connector, everything else work fine. Is there anyway to fix this?
P.S. Is there anyway to decide if the mobo or the PSU that's the problem? Thanks!
