My PC has:
- Intel Core 2 Duo 2.80 GHz Processor
- ATI Radeon HD 5450 1 GB Graphics Card
- 4 GB RAM
- Windows 8 64 bit OS
- 1024 x 768 Lowest Display Option (gaming display)
So can I play GTA IV on my PC.

op is talking about GTA4 HEXiT.

Cpu will get you by, a quad would be recommended but the first piece of hardware to let you down pretty hard playing is your graphics card.

Nothing less then a 7770 or GTX 460 to enjoy the game.

The cpu is fast enough. I played gta4 with a AMD x2 2ghz cpu with a 5830 video card = over 30fps on very high settings. But your video card is far too slow for it. At your lower resolution, something like a 5770/7660/7770 or better would allow it to be playable on your system.

Hmm, that is a nice GPU and can handle the game very well, but your processor might bottleneck it. I would suggest the 6770 instead.

can an Intel® Core™ i5-2540M Processor (3M Cache, up to 3.30 GHz) support my motherboard
(http://www.asrock.com/mb/Intel/G41M-VS3%20R2.0/index.us.asp)

erm no you didnt. not smoothly at least. i tried to run it on a amd athon x2 6000 paired with an 8800gt and got nowhere near playable frame rates. yes the added memory on the 5830 would hgelp with draw distance but the program is so badly ported it just doesnt work well at all on a dual core of any kind even 1 with hyperthreading...
my guess is you so used to poor fps that you didnt notice the slow down or your monitor has a very slow response time which would help in some cases to smooth out frame pacing.

sorry to call you out on this but i see it to often on here... 2.0 ghz is below minimum spec for the game by some way so that and my own experiance tell me your exaggerating... but feel free to prove me wrong by linking me to a 30 second fraps of you playing...

No. Your motherboard has a different socket. You might have to upgarde your rig.

He did explain something, but he is definitely wrong about CPU. CPU is completely enough for playing this game in those settings with playable framerate.

AGAIN, i played gta 4 including dlcs with MODS at 1680 by 1080 at HIGH settings with OLD AMD X2 2GHZ cpu (4000+) And a 5830 video card = OVER 30 fps...SURPRISE!!!! Just go away, you have ZERO clue what you are talking about.

If you bother looking at the toms video cards for 'best buys", the 6770 and 7770 are fairly close to my 5830. And running it at 1024 by 768 is NOT going to be more demanding than 1680 x 1080.
