My graphics card (2048MB NVIDIA GeForce GTX 650 Ti Boost (EVGA)) Is constantly hitting 70+degrees whenever I run games from minecraft to Far Cry 3 to Dishonoured, I have two Case fans one at the back one at the side, both have no effect, also my PSU (Corsair 700W Gaming Series GS700 2013 Edition 80+ Bronze, ATX, PS/2 PSU) has a fan in it also, but that does not spin. At all. Could anyone tell me what is going on?

70c+ under gaming load is normal for any gpu. I wouldn't worry about it unless the temp goes past 85c. The max temp for gtx650 boost is 105c. So you are still good 30c below its max temp

Calm down, 70C under heavy games is perfectly fine, 80-90 degrees could potentially start problems.... and for the power supply, the fan ramps up when the PSU has enough of a load to necessitate the need of the fan.
