Best Way to Make my Computer Gaming Speed better

I was wondering what would be best for my computer to make it better in gaming speed so that it didn't lag . If i need to get a graphics card would this one be good ? I don't have a budget for that right now I just want to get something for my computer for no more than 90 dollars that would decrease lag in games.

I know I was going to build a computer but then I bought a new TV. I am playing LOL is there anyway to get my performance on this game to at least med or high on a 90 max budget?

Oh, LoL, it doesn't take much to run that, I can run LoL maxed out on 1080p with a dual core (No hyperthreading) and a
gt 650. If you want to get better performance, I would recommend getting a new CPU because there's not much point to graphics in that game.

On very low setting with 1200 x 700 somewhere near that full screen and getting minimum lag if possible I would like to get as close to the best quality as possible for my price range.
