Finally got the build down... Except for this.

I have my build down after some serious fluxuation between intel and AMD parts. I've decided that the i7-4770 (non K), and the Radeon 7950 would be my best gaming and overall bet.
Here's the issue though, I was going to buy a sapphire 7950 for $219 on newegg, and the price skyrocketed to 279 before I could. So now, I have the option of HIS IceQ, Powercolor, XFX, and Asus.

The powercolor and XFX are wonderfully clocked at 880 and 925 MHz, and they are cheaper. However I've heard some horror stories about the quality of their parts. There's the Iceq at 850 MHz for $224, and then the Asus, curiously underclocked at 800MHz for $229.

What should I go with? Which brand is the best for the clock, and which has good cooling/customer support??

I can't afford one of the better $250+ cards, but I'm planning on CF'ing another 7950 in the future so this decision is important...
ALSO, theres the EVGA GEFORCE GTX 660 3gb version at 980 MHz... for $230... Good idea or no?
I'm leaning towards the IceQ but I need some expert advice.

I suggest you go with the Asus. Asus is amazing with AMD cards, they have awesome coolers which will allow you to overclock it yourself. The only problem with the Asus card is that is takes up 3 slots instead of 2 so if you can fit that go with the IceQ.
